ON THE PORT
According to the Ministry of Spatial Planning - Ecological Transition
"The ultimate aim of port security is to deter, prevent and limit the impact of any intentional unlawful act that may be committed in ports or port facilities accommodating ships of 500 tonnage or more operating international maritime services or domestic maritime services more than 20 miles from the coast. [...] For each seaport appearing on a list established by ministerial decree and for each port facility identified by prefectoral decree, the prefect of the département establishes, or has established by a security organization authorized for this purpose, a security assessment."
ACCESS CONTROL
AND VIDEO PROTECTION
Bordeaux Port implements an access control and video protection system.
・Controlling people's access to the port facility
・Prevent unauthorized access to the port facility, to vessels moored in the port facility and to restricted areas of the facility.
・Control flows and keep operations running smoothly
・Deter potential perpetrators of malicious acts
・Permit remote monitoring of visualized areas
・Permit investigation after the occurrence of an event
・Raise doubts in the event of an alarm
・Assist flow control (vehicles or people)
・Detect the movement of objects or individuals
In addition to the port terminals and the various oil and chemical wharves on the Ambès peninsula, other Port of Bordeaux sites are equipped with access control and video protection systems, such as the Bordeaux-Bacalan technical site, which also houses the port's head office.
GENERAL PRINCIPLES FOR ISSUING
AND USE OF A BADGE
The decision to authorize access to the Bassens port area is the responsibility of the Port Facility Security Officer (ASIP).
In order to be able to justify their status, particularly during random checks, all persons on the port facility must be in possession of an access authorization.
It comes in 3 badge categories:
・permanent (3 years maximum),
・temporary (2 months maximum),
・visitor (one day maximum).
The following situations may give rise to prosecution and criminal offences subject to financial penalties:
・Unauthorizedentry or attempted entry into a restricted area is punishable by six months' imprisonment and a fine of 7,500 euros. Article L5336-10 of the French Transport Code.
・Unauthorizedentry or attempted entry into a port facility outside a restricted area is punishable by two months' imprisonment and a fine of 3,750 euros. Article L5336-10-1 of the French Transport Code.
Access authorization is granted for operation, maintenance or any other professional activity deemed useful by the operator.
It is precarious and revocable by the issuing authority.
It is evidenced by an access card (badge) for permanent and temporary staff, while the "visitor" access badge is evidenced by an e-mail with a QR code sent to the visitor's e-mail address.
Badges must be valid and nominative, and may not be lent or transferred.
The fact that a holder has a badge does not mean that he or she automatically obtains unlimited access to all port facilities.
The access card authorizes the holder to enter the identified area(s). It is issued subject to compliance with safety regulations and various controls.
General terms and conditions for badge use, personal data storage, responsibilities and confidentiality, rates, etc., will be set out in a set of "user regulations".
Failure to comply with these general principles may result in permanent or temporary suspension of access authorization.
Moreover, the Port of Bordeaux's terminals are home to a wide range of activities, which may succeed one another or cross paths, and so often have to learn to share the same space. However, a few simple rules can help keep interference under control and guarantee the safety and security of all concerned.
